Normally you can solve this by downloading the Microsoft Installer Cleanup Utility from the below Internet link:
http://download.microsoft.com/download/E/9/D/E9D80355-7AB4-45B8-80E8-983A48D5E1BD/msicuu2.exe
Download to a location of your choice. When completed please open the setup by double clicking on the icon at the location provided. Proceed to install. When done so, load the Microsoft Install Cleanup utility from the Start > Programs menu and locate the relevant entry; click on remove.
Having done this you should be able to un-install/re-install without error.
